Elchin Akbarov was born on 9 July 1966. In 1990, he graduated with honors from Baku State University, Faculty of Chemistry. From 1993 to 1997, he did his thesis at M. Naghiyev Institute of Theoretical Problems of Chemical Technology, Academy of Sciences (present-day Institute of Catalysis and Inorganic Chemistry). In 1997, he defended a PhD thesis, and achieved a ScD degree in 2007. He spent from 1999 to 2007 in the Republic of Turkey, serving as an associate professor at Cumhuriyet University. In 2014, he was appointed a professor at the Department of Higher Molecular Compounds, BSU. 

His research interests lie in regularities of binary radical polymerization with maleic anhydride and triple radical polymerization with maleic anhydride and vinyl monomers. Elchin Akbarov has published nearly 100 papers, monographs, textbooks and education handbooks. Nearly 30 of his papers have appeared in foreign journals. Elchin Akbarov sits on the Dissertation Council under the Institute of Polymer Materials, ANAS.
