He graduated from the chemistry faculty of AUL. He was the director of the Institute of Inorganic and Physical Chemistry of ANAS and the Ambassador Extraordinary and Plenipotentiary of the Republic of Azerbaijan to the Russian Federation. He devoted the basis of his research to the catalytic effects of soft and compound oxidation processes, which are of great practical importance. In 1965 he defended his doctoral dissertation on "Study of oxidative ammonolysis reactions of some alkyl substitutes cyclohexanes", and in 1974 he defended his doctoral dissertation on "Study of oxidative ammonolysis processes of some aromatic hydrocarbons." In 1978 he was awarded the title of professor. In 1983 he was elected a corresponding member of the Academy of Sciences of Azerbaijan, in 2001 a full member. The results of scientific research conducted by Professor RH Rizayev are reflected in one fundamental monograph, more than 240 scientific works, 50 copyright certificates, more than 30 foreign patents. Under his leadership, 7 doctors of sciences and 24 candidates of sciences were trained. He was awarded the Honorary Decree of the Supreme Soviet of the Azerbaijan SSR, the medal "For Courage".
