After graduating from the Faculty of Chemistry of AUL in 1972, he served in the army as an officer, from 1974 he worked as a laboratory assistant, engineer at the Institute of Chemistry of Additives of ANAS, in 1976 entered the graduate school, in 1981 successfully completed the graduate school He defended his dissertation and received the degree of Candidate of Chemical Sciences. In the same year, by the decision of the Presidium, he was appointed Deputy Director for Scientific Affairs of the Institute of Chemistry of Additives. F.Aliyev's direct field of work is the synthesis of new organic-sulfur compounds and their use as additives in the production of lubricating oils with different properties. Since 1983, he has been the chairman of the Ganja Regional Scientific Center. F.Aliyev successfully defended his doctoral dissertation in 1992 and received the degree of Doctor of Chemical Sciences, in 2007 he was elected a corresponding member of ANAS, in 2014 he was elected a full member. He is the author of about 100 scientific works, 16 scientific inventions, 5 monographs. He is the editor-in-chief of "News" collection of ANAS published in Ganja. The scientist has been the chairman of the Ganja City Intellectuals Society since 1996, and the deputy chairman of the Ganja city branch of the New Azerbaijan Party. F.Aliyev was awarded the "Progress" medal by the decree of the President of the Republic of Azerbaijan in 2005, and the title of Honored Scientist in 2006.
